**Status:** 2/2 WPs done + reviewed (APPROVE). Deployed /app (main-2BCW4LJR.js). Awaiting owner /fullpush + client test.

## Shipped
- **WP1 BE `78880d6da`** — `GET inventory/reports/production-order-issues` (per-material issued/planned/إذن-صرف/cost for an order + date filter). New permission `inventory.reports.production_issue_cost` gates cost (omitted for non-holders; `can_view_cost` flag). Granted owner/manager/accountant/production_cost_accountant (seeded on dev). 19 tests pass. Review APPROVE (company isolation + cost gating correct).
- **WP2 FE `91d750c5e`** — "Production Order Issues" tab in inventory-reports (/core/inventory-reports): order picker + date filter + materials table + totals + Excel/PDF; cost columns shown only when can_view_cost. i18n ar/en. Review APPROVE (cost gating airtight, no leak). ng build green.

## Implementer note
Intended for Codex (owner's Opus-organizes/Codex-implements flow); Codex is NOT runnable on this cPanel/CageFS host (nested-bwrap sandbox can't traverse the 750 account dir; userns=0 was fixed+persisted but CageFS FS-traversal remains). Both WPs implemented by opus sub-agents. Enabling Codex = a separate infra effort with owner sign-off.

## Deferrals (LOW)
WP1: weighted-avg test with equal costs; zero-issues + missing-id tests; seeder deny-assert; long method. WP2: lazy-load roster on tab entry; planned-qty total in footer.
